C+V Community Talk in Partnership with the Office of Equal Opportunity and Title IX: A Discussion on the Department of Education’s Proposed Title IX Regulations

On July 12, 2022, the U.S. Department of Education published proposed Title IX regulations for public comment. The Department’s proposed Title IX regulations seek to clarify and modify the August 2020 regulations. DU recognizes the changes, if implemented, would alter the way colleges and universities respond to gender-based violence.

Community + Values in partnership with the Office of Equal Opportunity & Title IX hosted a C+V Special Edition Community Talk to discuss the proposed Title IX regulations, what it means for our community, and how community members can provide feedback to the Department of Education.

Emily Babb (she/her)
Associate Vice Chancellor for Equal Opportunity & Title IX, University of Denver

Emily Babb is the Associate Vice Chancellor for Equal Opportunity and Title IX/Title IX Coordinator at the University of Denver, where she oversees the University's Office of Equal Opportunity and Title IX, which is dedicated to preventing and responding to all forms of discrimination, complying with civil rights laws, and providing equal access and opportunity to the University community. Before joining the University of Denver, Emily served as the Assistant Vice President for Title IX Compliance and Interim Associate Vice President for Equal Opportunity and Civil Rights at the University of Virginia and oversaw the University's compliance with Title IX. Prior to joining higher education, Emily was a Senior Attorney at the U.S. Department of Education Office for Civil Rights (OCR) Dallas office and the Program Manager and Acting Regional Director at the Cleveland office. She is a graduate of DePauw University and earned her J.D. from the University of Oklahoma College of Law.

Anne DePrince (she/her/hers)
Distinguished University Professor, Associate Vice Provost of Public Good Strategy and Research, University of Denver

Anne P. DePrince is a distinguished university professor in the Psychology Department and also serves as Associate Vice Provost of Public Good Strategy and Research. With a team of graduate and undergraduate students, she pursues several lines of research with youth and adults to address questions about trauma, particularly violence against women and girls. Using a community-engaged approach, DePrince emphasizes working with community partners to identify research questions that can inform policy and practice while advancing scientific understanding of trauma outcomes and interventions. Her research was recognized by the Department of Justice with the Vision 21 Crime Victims Research Award for her contributions to the nation’s understanding of crime victims’ issues. She is author of “Every 90 Seconds: Our Common Cause Ending Violence against Women.” 

Molly Hooker
Deputy Title IX Coordinator, Office of Equal Opportunity & Title IX, University of Denver

Molly is the Deputy Title IX Coordinator. Molly Hooker rejoined the office, on May 1,2020. Molly served as the Interim Title IX coordinator at DU from August 2018 to February 2019 and was a member of the original Title IX working group that helped shape the University's vision and strategy for Title IX compliance, including informing the broader community about the proposed Title IX regulations. She has been with the university since 2001, working in both academic and student affairs at the undergraduate and graduate levels. Molly earned her bachelor's degree from University of Colorado, Boulder and her master's degree from the University of Mississippi.
